Our Government Performance Evaluation Value Orientation Research

21st century witnesses great opportunities and challenges under the circumstance of overcoming trend of globalization and multi-polarization. At this time, government performance evaluation, which aims to increase the efficiency and service quality of government and change the government image, plays a very important role and is widely used in the practice of public administration leading the trend of “evaluation” in public administration among lots of countries. For a long time, our country has been in a political situation called “strong government but weak society” for the reason that government plays a double identity of both economic and social management and controls all the social resources. During the early reform and opening up period, efficiency has been taken as a core value orientation in the government performance evaluation, which accords with our country’s basic national conditions at that time. However, with the development of economy and society, it often will lead to serious social problems if still devoting to the efficiency of economy and ignorant of the social fairness, responsibility and public interest such as value orientation. With the further reform and opening up, the social democratic political construction, the market economy system, and social forces are getting better, while citizen’s democratic consciousness and the ability to initiative consciousness and participate in public affairs management are getting stronger. As a result, the government must embody its legitimacy and realize the requirements of democratic politics made by the core value of justice during the performance evaluation process.Value orientation, the soul of the government performance evaluation, affects the deep structure of government performance evaluation and has an important guiding role in the government performance evaluation. Therefore, divided in five parts, this paper studies the value orientation of the government performance evaluation in details by using the government performance evaluation and value of public administration theory. The first chapter, which is the introduction part, mainly elaborates the selected topic background, research goal and significance of the study, reviews the research status of government performance evaluation at home and abroad and puts forward the theoretical tools and research methods. The second chapter expounds the government performance evaluation value orientation and the related concept of defined performance, government performance evaluation, value orientation, and theoretical concepts, such as justice and public administration of justice, analyzes the government performance evaluation and the value orientation of the unity of opposites between the dialectical relationship. The third chapter mainly deals with the development of the value orientation of the west government performance evaluation and its enlightenment to our country. After summarizing the development process of the value orientation in west government performance evaluation in the first place, this chapter then analyzes the influence and enlightenment of the value orientation and offers theoretical and practical basis for our country government performance evaluation. In addition, the fourth chapter mainly studies the development and present situation of the value orientation in government performance evaluation. By summarizing and analyzing the present situation and research results, it reveals the problems of our country’s government performance, puts forward to establish the new government performance evaluation system with the core value of justice, and analyses the necessity, structure and security conditions of choosing justice as the value orientation in government performance evaluation. In the last chapter of this article, by combining the justice theory of public administration and government performance evaluation, the connotation of the justice value in government performance evaluation, namely efficiency, democracy, responsibility farness and public interest, which is studied and based on to establish a government performance evaluation system with the analysis of the selection of indicators.
