Research On The Value Orientation Of Performance Evaluation Of Local Government In China

Government performance evaluation which started in the 1980s in Western countries is a new type of government management models and effective way of evaluating the outcome of government. Government performance evaluation plays an extremely important role in improving administrative efficiency, saving administrative costs and changing the way of government behavior. Value orientation is the soul of performance evaluation of local government. China's local government - performance evaluation is still at the exploratory stage which has not yet established a widely accepted and effective indicators system. The mainly reason is that there are a lot of distorted value orientation understanding on Chinese local government a performance evaluation. So it is important for our government performance evaluation to construct the system of value orientation of China's local government performance evaluation.This assay also analyzes the dialectical relationship between government functions and value orientation of government performance evaluation from the theoretical level and the performance as well as the reasons of distorted values of performance evaluation from practice level. Order is a tool of value orientation of local government performance evaluation. It is the demand of "the rule of law" on local government performance evaluation. In this assay, effectiveness and order are the realistic values orientation of local government evaluation. Justice and democracy are the abstract values orientation of local government performance evaluation. These four value orientations are inseparable. Abstract values orientation norm and guide the realistic ones and the realistic values orientations enrich and develop abstract level values in order to make abstract values closer to social reality. The value orientation of performance evaluation of China's local government in the abstract level and the realistic level are dialectical continuum.
