Rural administration is an important part in nation’s governance. In China, the village’ssocial governance mainly adopts the way of “Rural Administration and Village Autonomy”—thetown government, nation’s grass-roots government in the rural government, exerts itsadministrative functions in village’s governance, but do not directly manage the grassroots’business; on the contrary, the village self-government organizations have been built to run thegrass-roots’ business autonomously under the leadership of CCP and town government. Thevillage’s social governance is conducted by the village self-government organization under theguidance of town government. The township cadres and the village’s cadres are the main actorsin village’s social governance. As the actual operators in the village’s social governance, theremust exist some links between the above two operators, which has been termed as “grass-rootscadres interest group” by the academia. This interest group, ranging between the nation andvillage, seeks personal gains continuously in the process of implementing the national polices;however, there are rare systemic researches and discoveries about the formation of this interestgroup. Thus, this paper conducts a research about the formation and the influence of the village’scadre’s network.Based on a large amount of materials, this paper mainly conducts a model analysis of thevillage cadres in W Town, Henan Province, analyzes the inner-relationships among the cadres indetail, and reveals this network’s formation and influence towards the village’s social governanceunder the effect of the institutions and rural culture. The village’s governance is not orderly rununder the guidance of a series of institutions and polices but in the interaction between policesand village’s unique culture. Because of the uniqueness of the village’s culture, the towngovernment has to depend on the some traditional rules in its administration, which influencesthe town government’s culture. Thus, the village cadre’s network comes into being.This paper includes four parts. Part1is the introduction, which conducts a literature review,defines some related concepts, and illustrates this paper’s theoretical basis in detail. Part2is themain focus of this paper. Introducing the structural organization of W Town’s cadres, this partillustrates the formation of the village cadres’ network in detail by taking a small group of WTown’s cadres as an example. Based on the above work, Part2also summarizes thecharacteristics of the village cadre’s network. By analyzing some facts, Part3demonstratesvillage cadre’s network’s positive and negative influences towards the village’s socialgovernance. Part4makes a conclusion of this network’s existence and influences, and points thedirection of the future’s research.
