Long ago, people have realized the importance of solving the problem of absolute poverty. And the problem has always touched our nerves tightly whether it is in domestic or abroad. When our country the China was founded, the poverty of our country was mainly concentrated in the countryside. So the government took a lot of poverty relief measures to reduce rural poverty and have made remarkable achievements. The poverty rate has reduced from33%to the3%below. At the same time, scholars have also done a lot to the research on it. But the adjustment of the internal economy in China in the90s led to the large number of unemployment whose basic life could not be guaranteed. More and more people have got into absolute poverty. People began to pay their attention to the urban poverty and the government took the measures to cope with the problem. We believe that if our economy rapidly develops, the poverty rate would be reduced. Though along with the development of our economy we find a strange phenomenon that is the growth rate of per capita GDP in our country has reached15.6%in recent ten years while the urban minimum living security people is stable around22.75million. It is in contrary to the common. So in this article I try to find out the answer.Firstly, I refer to the study in domestic and abroad about the puzzle. I found out that the income gap will also influence the amount of people in poverty except the economy development. We know if we want to analysis the impact of economy development to poverty, we must control other variables. So then, I try to find out the other factors, such as unemployment, old people and so on, affecting the poverty. Thirdly, I choose our country’s thirty provinces except the Tibet as the sample. The time span is from2003to2012year. I use the descriptive statistics and dynamic panel data statistics method to analysis the relationship between economic development with the urban absolute poverty. Finally, after the analysis I conclude that economic development have a positive effect on reducing the people in absolute poverty in our urban area and the income gap, unemployment,old people, security standard also have effect on reducing the number of people in absolute poverty.
