Recently, our country is in the special history period of social transformation andeconomic transition, the socialization progress and development of economy are bothchanging greatly. And at the same time, urbanization in our country is being carriedforward without even a break. However, we feel that there are more and moreuncertain factors and emergencies may breaking out at any possible time are full ofthe environment around us when we enjoy the fruitful achievements brought by thedevelopment of society and economy. Therefore, our society pays more attention tothe emergency management. From the point of current situation in China, the maincharacter of emergency management are emergencies happening in big cities,middle-sized and small cities especially cities of county level are still in the vacuumof emergency management. Base on this social reality, the paper summering andunderstanding the theory knowledge of emergency management, deeply analyses thecurrent situation of emergency management in county level cities in severalrepresentative countries of the world, deriving the experience, and then goes deeperinto the problems existing in the emergency management of county level cities in ourcountry, taking Laizhou as an example to research in detail, finally presents theconcept of system of emergency management of county level cities. It means makingthe opening system with multiple functions of emergency management dealing withall the emergencies happening in this county level city and then trying to buildoperational efficiency of Laizhou emergency management system with right plans、laws and some related mechanisms, gradually, sum up to improve therecommendations and countermeasures in the process of constructing the system ofemergency management of county level cities in our country.
