The Study Of Performance Evaluation Index System For Shanghai Urban Social Assistance Policy

Social assistance system is the lowest level of social security system,which plays an important role in maintaining social stability andpromoting economic development as well. Since1999, the constructionof social assistance system has entered a whole new period in our country.After14years’development, we have built the modern social assistancesystem, which has achieved fruitful result in providing the basicprotection for the poor.Along with the development of society and our concept of socialassistance, there are more and more poor people getting help through thispolicy. Thus it is very necessary for us to use scientific methods toimprove the system in the future. However, at present the government hasnot built the performance evaluation mechanism for social assistancesystem, and we can’t analyze the operation status and existing problemsof current system. It is urgent to set up a performance evaluation index system for social assistance based on the theoretical foundation andrealistic national conditions.In this paper, by analyzing the theories of public policy evaluationand policy process, I found that the standards of public policy evaluationshould involve both technical standard and social standard. And since thewhole policy process including policy making, policy implementationand policy result, the assessment should cover all these functions. Basedon this, I select Shanghai social assistance policy which is well-developedwithin the country as the main research object, and invited10experts inthe field of social assistance to help with the study. In order to build theevaluation system, I used Delphi Method to screen out the effectiveperformance evaluation indicators, and then measure the index weight ofeach indicator with Analytic Hierarchy Process.This study used advanced concepts in the field of public policyevaluation and built scientific performance evaluation index system forsocial assistance policy. It enriches the existing research results in thisfield, and provides new ideas and new methods for the future research.
