The Research On Construction Of The Minimum Life Guarantee System For Urban Residents In Tai’an

The minimum life guarantee system for urban residents is an important part of modern social security system, is the government in accordance with the law on urban poverty stricken population of the new social assistance according to the difference between the standard of minimum living guarantee relief system, is a system guarantee for urban residents basic living rights, but also the final “safety net” to guarantee the basic living of the urban poverty group. At present, to take the minimum life guarantee system as the core and special relief system matching, the comprehensive social assistance system has been basically established in our country, which has made a great contribution to guarantee the poor people’s basic living, promote social harmony and maintain social stability, and so as to cause wide and profound social influence. Therefore, it has the important practical significance to study the system of minimum life guarantee for urban residents.In this paper, it made a systematically studies on the minimum life guarantee system of urban residents in Tai’an city in using the method of literature analysis, questionnaire, comparative analysis, qualitative analysis and quantitative analysis, normative analysis and empirical analysis method of combining. Firstly, it defines the relevant concepts of urban residents minimum living security system, expounds the theoretical basis of urban residents minimum living security system; Secondly, it analyzes and summarizes the changes and characteristics of the minimum living security system of urban residents in Tai’an city; Thirdly, it analyzes the present situation of the construction of the minimum livelihood guarantee system for urban residents in Tai’an, and finds out the existing problems; Finally, it puts forward the optimized countermeasures for the minimum living guarantee system for urban residents in Tai’an City from the parts of policy design(minimum living security line measure), broaden the financing channel, improve the distribution management on minimal assurance funds and Strengthening management troop construction, etc. By the analysis and research, the major conclusions is made as follows:(1)The Urban residents minimum living security system in Tai’an city is mainly divided into three stages: the stage of exploration, the early stage of system construction and stage of consolidation development. There are the following characteristics: First is the minimum living standard continuously improve. In the different stage of development, the minimum standards per capita from 105 yuan / month in 1996 at the beginning of the subsistence security system, increased to 420 yuan per capita per month in 2013, up180%. Second is the minimum target has been taken some adjustments, but the fine-tuning. Since 1996, Tai’an city to carry out the system of subsistence allowances for urban residents, the defining on the minimal object has been in a relatively stable state. Third is the minimal assurance way is to take currency priority and supplemented by real living. Fourth is the minimal assurance management system has been constantly improved, the social supervision ability promoted and the management level on minimal assurance has been gradually standardized.(2) Since 2007, it has continually strengthened the urban and rural construction efforts in Tai’an, which is taken as the things done for people by governments. After seven years of efforts, it has produced good social economic effects: first is initially to meet basic living needs of urban residents; second is to promote the rapid development of the economy of Tai’an city town; third is to promote social justice and the construction of socialist spiritual civilization; fourth is to maintain the social stability.(3)It is found in the survey there are still some problems that can not be ignored in the development process of Urban residents minimum living security system in Tai’an: One is the minimum living standard is low, not enough to meet the residents of the minimum standard of living; Two is the minimal assurance target audit lacks of standard approved system; Three is the county and township level technical force is weak, not smooth and not skilled, lack of professional talents, which did not play the best performance information; Four is that the channel to raise minimal assurance funds is more onefold, the channel of raise funds in various ways is not smoothed, the effective mechanism of raising minimal assurance funds has not yet been formed.(4)According to the actual situation of Taian, we should further perfect the system of subsistence allowances for urban residents, the main measures should be taken are: first, strengthening the policy design, definite the poverty line measurement scientifically, further standardize the minimum subsistence guarantee system and regulations and make the implementation methods clearly. Secondly, broaden the sources of funding channels, raise the minimum standards to ensure the timely payment of low premiums in full, to broaden the financing channels, financing the implementation of socialization and diversification, and perfect the social relief facilities planning. Third, improve the minimum payment of funds management, strengthen the team construction. Strengthen construction of team of basic level management mechanism, improve the service efficiency and level, improve the system of subsistence allowances for the information construction management, improve the level of information management.
