Chinese-style Welfare Dependence And Employment Promotion

China’s urban subsistence security system has formed Chinese-style welfare dependence which is different from western welfare countries’. Since the security system is not perfect and lack of a sense of security, lower standards coupled with the defects of the system design, rather than the higher welfare standards. Through the questionnaire survey in some city of Inner Mongolia and the relevant economic analysis, our system really exists welfare dependence. Malpractice system and personal factors are main reasons which lead to welfare dependence. The recipients tend to rely on the system on account of 100% of the income tax, fringe benefits, the uniform payment, the poor means-test and the recipients’reasons, such as lack of educational background, skill and a correct concept of employment. The behavior will lead to the payment is diverted, and may form inflated expenses caused by the demonstration effect. It will affect the sustainable and healthy system and constitute a threat to social stability. In view of this, discuss on the corresponding measures of two developed countries and present relevant measures which are in line with China’s national conditions. In order to promote the re-employment and prevent welfare dependence, speed up the legal process, built information platform, improve the quality of training and outsource the employment information.
