In recent years,the minimum living security system of China has been constantly improved in the aspects of security standards and coverage,making the "bottom up" function more and more strengthened.However,there are also some poor people who are capable of working for a long time to rely on it.This problem will not only waste the limited social security resources of our country,but also affect social fairness and lead to the the social atmosphere that the poor people not to rely on their own efforts to get rid of poverty.Through the analysis of the data that which family is in the urban minimum living security on a street in T City till 2017,this paper finds out the proportion of those who receive the allowance for more than one year and the men who are capable of working,and then interviews with those who have the ability to work,so as to find out the cause of the"welfare dependence"problem in the minimum living security system.The causes are the superposition of welfare policies,the incomplete employment services of the government,and the lower intention of subjective employment.In order to solve the problem of "welfare dependence" caused by the above reasons,this paper helps the poor people to live and be employed by reducing the superposition effect of welfare policy,helping the beneficiaries with labor ability to eliminate the doubt of employment subjectively,by strengthening the employment training for the beneficiaries with labor ability,and absorbing their participation in community service.To solve the problem of welfare dependency in China,and to promote the construction of grass-roots communities,to ensure the employment of poor working groups.
