China is in the transition period, each of these areas are faced with a variety of social conflicts and problems.Frequent public crisis brought unprecedented challenges to the Chinese government.Although the Chinese government has years of experience in the governance of public crisis.But the government alone to deal with the increasingly complex and varied public crisis has been unable to meet the urgent needs of the public.Moreover, the government also exist a series of questions in deal with public crises.such as managing institutional rigidity, slow response and insufficient timeliness.NGO extensive development on a global scale, has become an effective way of public participation in social management.When involved in a crisis relief efforts, the public is more willing to join the NGO, because NGO flexible, easy to carry out rescue work better.Participation of non-governmental organizations,is a new force for our public governance crisis.However, due to the late start of NGO, it has not yet formed a mature public crisis response system, there are still many problems in legitimacy, cooperation, resources and capabilities.In this paper, a number of scholars on NGO’s point of view, the use of the relevant literature, comparative analysis method, good governance and governance theory as a support of public crisis governance NGO involvement were studied.First of all, the first and second chapters of this paper is mainly to non-governmental organizations, public crisis, the crisis of public governance concept to define, based on the theory of governance and good governance,the role of public crisis NGO governance, participation necessity, its advantages are described, and then analyze the different public crisis of governance in government and NGO focus on various aspects of governance, the sources of disaster relief resources.Secondly, the paper reviews the third and fourth chapters in the development of China’s non-governmental organizations, non-governmental organizations combined in the earthquake and the earthquake in Ya’an participation, discusses the NGO in public crisis management in the face of legitimate dilemma, cooperation dilemma, resource dilemma, insufficient capacity plight and the plight of trust.Finally, Chapters V and VI of this paper, the analysis of the successful experience of European countries and Japan, NGO’s, based on the combination of China’s actual situation, proposed path of public crisis management NGO participation, namely the government, NGO and social tripartite efforts to provide practical way for our NGO participation in public crisis management.
