Research On The Local Government Decision-making Problems Under The Theory Of Deliberative Democracy

The government decision-making is the government in the face of some social problems need to be solved, a policy or make a choice of action. The government decision-making is correct or not, the behavior of government plays a crucial role in the success or failure. Improve the government decision-making democratization and legalization level, is an important prerequisite for building a socialist harmonious society in China, is the inherent requirement of the construction of the service type government."Deliberative democracy" theory starting in late twentieth Century, is the major issues in the field of Western democratic politics, it refers to the public policy in the development of the time, people from all strata of society to open, equality and cooperation as the premise, widely participate in the discussions and negotiations, and reached a consensus decision making process. Deliberative democracy with its distinctive legitimacy, the legitimacy of the government management and decisionmaking, has an important guiding significance for China’s transformation of government functions, to achieve positive interaction with citizens, improve the level of service for citizens. A good grasp of the characteristics of the theory of deliberative democracy in the decision-making, and applies it to the problem of local government decision making in operation to have the reality and the necessity of the strong.This paper is divided into four parts.
