According to its origin can be divided into 2 types of poverty, that is income-producing type and spending type, and with the social progress and development, China’s current social assistance system (basis on the system of subsistence allowances for urban and rural residents, adding special assistance for auxiliary such as medical, severely disabled, housing, temporary relief and charity relief as supplementary) has basically solved the problem of income-producing poverty and the extension of social assistance from income-producing to spending is the inevitable trend of social development, and is also the prominent manifestation of social progress. By means of the theoretical study and learning advanced experience from brothers city, make the Changchun city introduce corresponding laws and regulations as soon as possible, which to help these groups out of hardship. Put an end to poverty which due to illness, disease or study.Beginning from the causes of poverty, the author plan to explore the solution to the problem from the root. We used sociological perspective, combined with talking analysis and methods such as literature research, in-depth analysis of the research object, and fully demonstration. Speak of specific research methods; this paper adopts literature review method, investigation & analysis method, analogy induction, etc. Combining with the local situation of Changchun, learn from first pilot solution of other cities, to put forward the rationalization proposal. The third part has in-depth analysis of the Shanghai type on spending poor family’s relief mode, including its excellent achievements, as well as disadvantages. The fourth part, according to the advanced experience of Shanghai, combined with the actual situation of Changchun city explore a type of main relief mode about spending poor, that is "463 "mode, namely four classification, six linkage, three laws and regulations.
