The Research Of China’s High-Speed Rail Diplomacy

As China’s "four vertical and four horizontal" high-speed rail line gradually built, China formally entered the high-speed rail era, having the world’s largest high-speed rail network. And the building of high-speed rail improved the efficiency of the urban agglomeration between flow and logistics, reinforced along the contact area of the urban economy, and formed the group linkage effect. At the same time, the worldwide upsurge demand of high-speed rail construction and China’s economic transformation and upgrading of internal demand, provide a golden opportunity for the development of China’s high-speed rail expanding international territory. Relying on China’s high-speed rail technology, China’s diplomacy has entered into economic diplomacy 2.0 times, and by the state leaders as a "salesman" since the beginning of the high-speed diplomacy has received international attention. As a national strategy, China’s high-speed rail diplomacy is a kind diplomacy of based on traffic, serving in economic development, aimed at the rapid transit network established between China and neighboring countries and facilitate trade network. China’s high-speed rail diplomacy to promote the economic development of China and surrounding areas, strengthen the regional cultural exchanges, drive world economic recovery and Eurasian Continental integration, has profound significance. But in diplomatic practice, our country’s high-speed rail faces with the problem of both opportunities and challenges. How to realize the change from cooperation intention to substantial cooperation, is the current priority of China’s high-speed rail diplomacy, so as to guarantee the sustainability, which produces the spillover effect. The purpose of this paper is to systematically comb high-speed rail development situation at home and abroad and the main content of China’s high-speed rail diplomacy, analysis qualitatively endogenous dynamic factors of high-speed diplomacy and the external influence factors, and put forward high-speed diplomacy risk and response, to provide certain reference for high-speed rail in China towards the world.
