In 2016,the State Council revised the "long-term railway network planning",clearly put forward the "eight horizontal eight vertical" railway network construction pattern,is expected to 2025,China's railway network scale to reach 175,000 km,high-speed railway 38,000 km.The new plan of the "eight horizontal eight vertical" railway network basically radiated all the areas except Tibet,with the gradual implementation of this strategic plan,China's urban development and economic development will have a profound impact.On the one hand,with the high-speed rail connections more and more cities,interregional economic and cultural,material information exchange will gradually increase,focus on all kinds of advantages of resources in large cities will usher in more population migration,industry transfer,On the other hand,the huge railway network criss-cross,a lot of people,materials,information and other resources in a site intersection,to promote the future of these areas is likely to become an important transport hub and the future of the city's future development,Transit center.Therefore,it is foreseeable that the development of land around the high-speed rail site will be getting hotter.According to incomplete statistics,China will have to start planning and construction of high-speed rail Metro,the new district has more than 70 seats,and this figure is growing in the growing.However,not every high-speed rail site is suitable for the construction of new towns,but also not every site to build high-speed rail Metro will be able to thrive.Metro planning is inseparable from the government's effective guidance and promotion,but in the final analysis must be completed by the market.Before planning and constructing the high-speed rail market,the Government must have sufficient scientific investigation.We must not take into account the actual situation and forcibly develop.We must figure out how much the high-speed rail can increase the number of local traffic.Whether the local financial strength of the construction of high-speed rail and industrial base,but also to figure out what is the goal of building high-speed rail Metro,what is the vision and many other issues.At present the domestic "ghost town","empty city" and other planning errors,it is worth every city planner reflection and summary.This paper is aimed at the construction and management of the high-speed railway,and analyzes the basic conditions of the construction of the high-speed rail market,the management and operation of the construction plan,and highlights the duties and obligations that the government needs to fulfill in a series of planning and construction andmanagement operations.This paper analyzes the specific situation of Changsha high-speed rail city,and tries to put forward the rationalization suggestion from the theoretical point of view.At the same time,it also hopes that this article can contribute to the research work of high-speed rail market and reduce the unreasonable construction of high-speed rail Resulting in a waste of resources.
