The Chinese Government has set off the reform of institutions nationwide in recent year s, and also facing a lot of unprecedented obstacles and difficulties during the reforming progre ss. According to central government instruction, by their social functions, the current instituti ons shall be classified into three categories: institutions with administrative functions which o perating on behalf of government; institutions operating commercial businesses to make the p rofit will be transferred to corporate management; institutions engaging in social services wil l be the only class which reserved for current institution structure of management. The purpos e of this reform is to innovative, make the change of the ideas, and clears the function of curre nt structure of institutions. It is necessary to clarify the objectives and requirements of the refo rm under current situation, to change and eliminate the disadvantages of current structure an d management of institutions. This essay is focus on institutions with social services duty, an d discusses the improvement of staff performance to relate to management structure reform.This paper research is according to the situation of central government promoting the re form of institutions nationwide. As the reform of democratic and institutions continue to impr ove, the political environment is provided to the staff performance appraisal of institutions wit h social services function. Because of performance appraisal is a product of democracy, so wit h the reform of institutions going to deeper, especially the reform of classification on differen t categories, it is more conducive to the research and development of staff performance apprai sal in institutions with social services function. As the social environment of staff performanc e appraisal is initial establishing in China, and with the reform of institutions on going, the co ncept of performance appraisal will taking the place in deep mind of people. Therefore, this p aper adopts the mutual theory with practical of performance appraisal from western develope d countries, and combined with domestic relevant research and theory, also current situation o f the country to explore the way to change the traditional concept of staff who working into in stitutions with social services function. The target of this research is to help institutions to esta blish a new concept of performance appraisal and management, through the establishment o f a scientific, standardized, operational performance appraisal index system, also provide a sa mple of reference for other categories of institutions. At present, the performance evaluation of internal pure public welfare institutions for staff, have adopted is the annual asses sment, personnel in the assessment process, is not divided into categories of posts, ex amination of all uniform standards, such assessment methods not only objective, but al so too formal, focusing more on the superior to oral review, lower no practical projec t appraisal and measure. The evaluation system is not perfect, the enthusiasm of the staff work will be a severe blow. For evaluation, usually employees will do things car elessly, finish the task.In this paper, to solve this problem, according to the different positions, the nature of the work of personnel, classification, performance evaluation, detailed index, makes the performance evaluation has an important scientific basis, ensure the reliability and validity of the assessment. About the exploration and research of the inadequacies please criticism, so that the research can be more thorough and perfect.
