Study On The Procedure Of Significant Adminstrative Decision Making

The rapid development of national economy and society require our administrative organto make a lot of administrative decision-making in order to realize the benign Socialmanagement, while facing to the fast growing range of administrative affairs and highpressure of risk society. But Considering the diversification, professional and discretion, it’simpossible to Procedure Regulation of administrative decision-making one by one. But thoseadministrative decision-making which have an extensive and profound influence on the socialdeserve our careful attention.At present, our society has entered the era of diverse interests, Interests and needs ofdifferent social groups in a huge differentiation. As an important Interest and resourcedistribution way, significant administrative decision-making should get rid of the shackles ofhighly centralized planned economic system. On decision-making not only consider thenational interest, should also consider the interests and wishes of different social groups. Sothe traditional Government-led unified decision-making model already can’t meet the need ofadministrative practice. The new situation forces us to build an open and participatorysignificant administrative decision-making model. The key that decision-making model fromclosed to open is rule of law。However, if we want to achieve the goal of the rule of law, itmust rely on the construction of procedure mechanism.This paper is based on the study of the procedure mechanism of significantadministrative decision-making.Therefore,in the first part, this paper make a systematicillumination on the theory on the significant administrative decision-making, and introducesthe concept, scope and basic principles of the significant administrativedecision-making.Then,this paper further studies the development of the significantadministrative decision-making, and discusses about the necessity and significance of thisprocedure mechanism by analyzing the process of inclusive mode. The second chapterfocuses on the evaluation of the status quo of this mechanism as the establishment andimprovement of the mechanism should be dependent on the policies. This evaluation willfollow the law-making of the procedure and the application of the decision-makingrespectively. The third part of this study provides some suggestions about the procedures ofsignificant administrative decision-making.This part analyzing the choices of current decision-making procedure. The rest parts provide suggestions systematically according to theproblems, expecting the transition to a more liberal and scientific procedures of significantadministrative decision-making.
