Process Reengineering Of Public Project’s Government Supervision And Management

Public project is regarded as an important part of economic system and social life system. On the one hand, public projects investment construction from the central to the local levels of government promotes the economic growth, on the other hand, it plays a big role in safeguarding the people’s livelihood and the quality of life of the public, which make the public enjoy high-quality public services. Government investment in public projects often has the characteristics of large scale, high risk, large impact. Thus the government investment in public projects has more stringent supervision than the general project management process.But in the process of implementing public project investment construction, the non-perfect scientific supervision system and unscientific supervision management process contributes to the formalistic supervision of government in public projects, resulting in a waste of social resources, low efficiency of the project, and accompanied by the bad social phenomenon of government rent, official corruption and other production. Therefore process of government supervision needs to be reengineered urgently because of hindering the public projects playing its role seriously.Since the late twentieth century, the introduction of the government process reengineering theory in the reform of our government administration system and government governance and other aspects shows its strong vitality. Because of the reengineering theory fitting the construction of China’s service-oriented government ideas, this paper believes that reengineering government regulation of public projects under government process reengineering is feasible. This paper attempts to discuss the process reengineering of public project supervision and management to change the traditional, backward government supervision and management mode fundamentally through the process reengineering.Empirical research is one of the focuses of this paper. This paper selects the government investment major projects of supervisor system in Huzhou city as the case. This paper comprehensively analyzes the government regulation of business process reengineering system process specification and uses the cost of public goods theory and the process reengineering theory to analyze its theory root effect. An empirical study of supervisor system in Huzhou City aims at discussing significance and value of process reengineering of public project’s government supervision, then refine and popularize the reengineering thoughts and ideas supervision and management.This paper attempts to propose the main ideas of reform of our country public project’s government regulation of process reengineering and establish the scientific, effective and practical supervision system of government public project, which makes a contribution to the China’s economic and social development and improve the national life through the dialectical treat of the existing public project supervision of government process reengineering, combing the public supervision of the project management experience of western developed countries and regions with the supervision mode of public project investment in China Construction.
