Research On Government Supervision System Of PPP Projects In Water Industry

Research on the government supervision system of PPP projects in the water industry belongs to the category of public management research.The water system composed of many water projects has become more and more important in the rapid development of China,and has now become an important part of the people's livelihood projects.With the increasing public demand for water services,water issues have become more prominent one by one,mainly including: insufficient water resources,serious water pollution,aging pipes,and serious losses caused by water plants.The impact of these problems is multi-faceted.In terms of the public,it directly affects the living environment and quality of life of the public;in terms of water ecology,it hinders the healthy development of the ecology;Shanghai has slowed down its progress.Introducing the PPP model into the water industry can reasonably solve the problems of shortage of government funds,high capital requirements for the water industry,and long recovery time.It also helps stimulate social capital investment and optimize market resource allocation.However,many characteristics of the introduction of the PPP model in the water industry determine the necessity of government supervision.Only through scientific and reasonable government supervision can the healthy development of water ecological construction be guaranteed.With the introduction and development of the PPP model,scholars in my country have also begun to pay attention to the PPP model,but they are more focused on the analysis and research of the PPP model selection.There is not much research on the water industry from the perspective of the entire government regulatory system.Based on the new public management theory,public interest theory,and public governance theory,this paper uses the literature research method to sort out and summarize the research results of government supervision in the PPP model project introduced by the water industry,and uses the case analysis method to practice the PPP project in China Case analysis,combined with qualitative analysis method to determine the basic nature of the phenomenon that occurs in government supervisionof PPP projects in the water industry.The full text first defines the relevant concepts,and then analyzes the necessity of government supervision of PPP projects in the water industry,and then from the government supervision body,government supervision means,government supervision content,government supervision system,government supervision and public supervision of the government supervision system The five perspectives of collaboration are analyzed in depth to analyze their current situation,problems and corresponding causes,and finally put forward countermeasures and suggestions for improving the government supervision system of PPP projects in the water industry.The conclusions of the research on the government supervision system of PPP projects in the water industry are mainly summarized in the following five aspects:first,to further rationalize the functional relationship between government regulatory agencies;second,to strengthen the government's full life cycle supervision;Government supervision system;Fifth,accelerate the formation of a multi-level dynamic supervision pattern.
