Since the20th century, especially into the21st century,more and more public crises caused by natural disasters.As for China,such as the2008Wenchuan earthquake,yushu earthquake2010,2012yingjiang earthquakes in2010and the Beijing7·21water logging of the drought in the Southwest and in2012,and so on.In addition to public crisis caused by natural disasters,other aspects of public crisis caused by the.It is often seen,Such as the2003SARS event,2008melamine contamination scandal, shifang events2010, Kunming301H7N9of2013and in20145·22Urumqi bombings etc.And,as our political,economic and social reforms deepened,contradictions in this field will become more and more prominent,public crisis and increasing the likelihood of the outbreak.Dozens of departments of national earthquake disaster mitigation Committee Office jointly with the Ministry of civil affairs,the Ministry of land and resources, Ministry of agriculture,Seismological Bureau,bureau of meteorology, Chinese Federation of Red Cross and other relevant departments etc. They jointly analysis the2013national natural disaster situation. After verification,in2013,all kinds of natural disasters were caused by the affected388187000people,1851people were killed,433people were missing,and12.15million emergency shelter;875000houses collapsed,7703000houses damaged in varying degrees,crops affected area of31349800hectares, including3844400hectares of crops; a direct economic loss of580.84billion.This suggests that with the deepening of the global economic integration process and the destruction of the natural environment further, China is confronted with more complicated development environment. Resulting in a public crisis from being incidental to the frequent.Public crises emergency, urgent, destructive, chaotic characteristics make its urgent public demand. While the Government as the main body of public administration,in the face of public crisis has an irreplaceable role.However, economic development, social progress and the complex network of relationships so that when the Government in a separate deal with public crises appeared to be inadequate. This requires the intervention of the social forces, close coordination with the Government to cope with the impact of public crisis.As the embodiment of social forces, non-governmental organizations play more and more important role in response in the complex public crisis. However, due to historical reasons and defects existed in the development of China’s non-governmental organizations, Making it in the participation in public crisis management is still exist deficiencies. How to reverse these problems so that non-governmental organizations play a better role in dealing with the crisis, is the urgent need to solve the problem.This article attempts from non-governmental organizations involved in public crisis management of path analysis as a starting point,from four aspects:The first part,describes the related concept.Clear definition of the concept is a precondition for scientific research. This paper first to the connotation of non government organization, crisis, public crisis, public crisis management and the characteristics of the situation. And analysis of the necessity of the participation of non-governmental organizations in public crisis management.Then use the "civil society" theory,market failure and government failure theory and transaction cost economics, principal-agent theory,contract failure for the participation of non-governmental organizations provide the theoretical basis of public crisis management.The second part analyzes the advantages and participate in path analysis. First, the advantages of public participation in crisis management from the NGO and its participation in the path analysis. And based on our NGO participation in public crisis management in the problems and their causes in-depth research.The third part, learn from the experience to deal with public crises. Has the earthquake in Peru and London bombings, the participation of NGO’S, have shown the advantages and disadvantages of elaborate analysis, providing inspiration for our NGO participation in public crisis management. The fourth part, put forward suggestions. First, to promote institution building NGO participation in public crisis management. From NGO to build a sound legal system; build NGO and long-term cooperation mechanism of government; participation in public crisis management system to promote NGO construction of three aspects discussed. Second, to strengthen capacity-building NGO participation in public crisis management. Analyzed three aspects to enhance the professional level of volunteer participation; from the development of contingency plans for crisis within the organization; strengthen information disclosure and improve the social credibility-building.
