The Research On The Government Purchase Of Pension Service In Wuxi

With the aim to reduce the state’s financial burden and improve the efficiency of public services, the government is actively promoting the purchase of national public service.Government procurement of public services is a new system of government public service delivery arrangements. In this way the role of the government in public service changes from direct providers of public services to buyers. In government procurement of public services, the government is entrusted, and for-profit, nonprofit, or other types of market players are trustees. Theoretically, the theory of public goods provision, other theories have provided support to the government procurement of public services to the community organization. From a practical point of view at home and abroad, government procurement of services in health care, environmental protection, education and culture, financial audit, social security and other areas of people’s livelihood has been fully utilized.In order to cope with increasingly severe pension situation, ideas of government procurement of services are applied to pension services.In this paper, how the supply model of government procurement of public services works in China has been discussed on the topic of the government pension services. Wuxi, as one of the developed cities of the Yangtze River Delta region, has relatively favorable economic conditions, market conditions and relatively flexible pension services in the field of government procurement.Based on the Wuxi municipal government’s practice on purchase of pension services, the discussion in this paper has found out various problems, such as high degree of government intervention, social organizations passive participation, inadequate purchase, the lack of standardized processes and effect assessment and other issues.Reasons of these problems are also discussed in this paper. The government’s awareness on the purchase of pension service, service quality and effective assessment, the pension market allocation of resources, and cognitive level of the public were analyzed. Finally, in order to improve Wuxi’s pension purchase mechanism as well as to provide a reference for the country’s better use of government procurement of public services, suggestions were given on the establishment of a standardized and institutionalized care service system, improvement of public service information platform, perfection of supervision mechanism, and deepening of diversified pension services.
