At current compulsory education stage, " Choosing a School" issue is still a hot topic in society. The highlighted issue must be resolved urgently.The root cause of this problem is mainly the imbalanced development of compulsory education especially for unbalanced allocation of education resources. On this occasion "Compulsory Education Law" amended by the twenty-second meeting of the 10 th National People’s Congress Standing Committee on June 29, 2006 clearly stipulates: "The State Council and local people governments should distribute education resources reasonably to drive the equal development of compulsory education and to improve the running school conditions for weak schools ". After that, the party’s 18 th report also pointed out that education should be put the first priority to improve people’s livelihood and to strengthen the social construction, to promote vigorously educational fair and reasonable distribution of educational resources, to support special education, to raise student’s funding level from poor families, to actively insure children of rural migrant workers acquiring equal education opportunity and let every child become useful.Across the country the new approach are actively being explored to push the balanced growth of free education, while teachers are dominant force at the process of teaching, the balanced allocation of teacher resources is an important way to fulfill compulsory education’s equilibrium evolution, so the research on teacher resources distribution has very important and practical significance for compulsory education.In this paper Education equilibrium condition of Chengdu was studied by literature research method, empirical research method and statistical analysis method. First of all, this paper analyzed the current teacher resource situation of Chengdu compulsory education and collected the related teacher resources data, and then proposed research hypothesis based on the balanced configuration’s meaning and connotation, principles of teacher resources and the theories of human resources and the theories of educational balanced development.Secondly, the use of STATA and SPSS software is aim to process collected data. The Gini coefficient and variance coefficient was used to analyzed the three key indicators including balanced student-teachers ratio, intermediate-level and high-level teachers ratio, leading teachers ratio which measure teacher resource equilibrium condition. And the result of data analysis was discussed and the reason analysis is from the following five aspects: educational facilities, treatment of teachers, teacher exchanges, teacher training, and teacher preparation.Finally, according to the analysis results of this article, the corresponding countermeasures and suggestions is proposed to optimize teacher resources allocation of compulsory education, first of all, to improve education-related facilities, then to enhance teacher’s treatment, after that to advance teacher circulation mechanisms, to strengthen and perfect teacher training system, at last, to reform the policies of teacher preparation. It is expected to supply a reference for balancing teacher resources distribution for mandatory schooling.
