The Research Of Service Government Under The “people-oriented” Viewpoint

In the late 70’s and early 80’s of the twentieth century, a global wave of administrative reform flourished in the world. New public management and new public service theory have made great progress. Building a service-oriented government as the theory support in the world has been widely accepted and spread quickly, and gradually has become the basic consensus of people. In the face of globalization and the challenge of information society, all powerful government and management-type government in the administrative concept, function setting, the government system, government operation mechanism, behavior and other aspect are not able to do as what they wish to do. Therefore, in order to conform to the inevitable trend of the development of our government reform and speed up China’s integration into the globalization process, our government must transform step by step from omnipotent government and control of the government into service-oriented government under the planned economy. In this paper, I will be discussing this viewpoint〝people-oriented〞based on Marx doctrine of view to build a service-oriented government in China at present. The main content of this paper covers four parts: Ⅰ: The basic theory of the construction of the service-type government; Ⅱ: The necessity of the construction of the service-type government; Ⅲ: The present situation of the construction of the service-type government. Ⅳ: The basic measure of the construction of the service-type government. The main points of each chapter are as follows:The first chapter is the preface of the service-type government, mainly on the research background, research significance, domestic and foreign research review. The second chapter analyzes the service type government’s basic meaning, basic characteristics, basic function, service object and basic theory, in which it explains essential difference between the service-type government and management-type government. This is the basis of other chapter of the text. The third chapter combs the necessity of the construction of the service-type government, which shows that the construction of the service-type government is the objective result development by understanding why the internal factor and the external service-type government construction is the driving force. In the fourth chapter, the practice of the construction of the service-oriented government is summarized, which focuses on the analysis of the main problems and resistance existing in the service-oriented government reform of administrative management system-type government construction, and new exploration on the measures of it. This is where the key point and the difficulty point lie.
