Study On The Construction Path Of Service- Oriented Government In Heilongjiang Province Based On People-centered

The 19 th National Congress of the Communist Party of China once again emphasized the construction of a service-oriented government,and clearly proposed a new direction for the service-oriented government-building a service-oriented government that is �satisfied by the people.� This indicates that �people-centered� will be the target choice for the construction of a service-oriented government in the new era in China.The construction of a people-centered service-oriented government is not only conducive to enhancing public support for the government but also to promote the smooth implementation of national policies by the government.Therefore,how to implement the construction of a people-centered serviceoriented government is of great significance for meeting the higher-level needs of the people and continuously improving their sense of happiness,gain,and security.The dissertation first expounds the basic theories of service-oriented government,people-centered and people-centered government,and conducts research based on related theories such as new public management,new public service,and new public administration.Using literature research,comparative research,qualitative analysis,and other methods,an objective analysis of the current situation of the construction of a serviceoriented government based on the people-centered Heilongjiang Province are conducted to find out the problems existing in the construction process,which are mainly reflected in the following five aspects: administration Functions do not fully reflect �development for the people�,administrative methods deviate from �development depends on the people�,administrative execution deviates from �development results shared by the people�,evaluation of administrative efficiency deviates from �development effects satisfy the people�,and the lack of a people-centered rule of law Administrative concept.By drawing on relevant experiences at home and abroad,we propose four entry points for reference,including adhering to the people-centered service concept,changing public functions as a breakthrough,transforming government functions,expanding citizen participation to promote democratic administration,and using information technology to innovate government services.the way.Finally,it puts forward specific countermeasures to promote the construction of a service-oriented government based on the people-centered Heilongjiang Province : transforming government functions with the goal of �development for the people�,clarifying administrative methods around �development and relying on the people�,fully implementing the �development results shared by the people�,and promote the system construction of �development effect to satisfy the people�,cultivate the�people-centered� concept of rule of law administration.
