Index System Design And Demonstration Of Chongqing County Government Performance Evaluation Under The Main Functional Perspective Area

Main function region strategy was the development from the angle of space science and accurate positioning of our society. The traditional " only GDP " development philosophy and "doing a paper performance evaluation method " did not have adapt to the development of main function region strategy requesting.Therefore, from the perspect of government performance, the evaluation work was needed to redesign of performance evaluation index system. Only in this way, in theory, it was good to enrich the government performance evaluation of basic research; in practice, it was good to grasp the core problem of modern government performance management, and improve the performance of the government, scientific management.The study were divided into six chapters: introduction, theory, situation problems, index design, empirical research and countermeasure recommendations. Firstly,I elaborated the main functional areas of government performance evaluation perspective background, methods and routes, framework and content, innovation and significance. Secondly, I elaborated the main functional areas of government performance evaluation perspective related concepts, literature, theory and practical experience typical sort and summary. Again, I studied the problems existing in the Chongqing area county government performance evaluation from the concept of government performance evaluation, the main body of government performance evaluation, the guarantee of government performance evaluation, the government performance evaluation indexes. Following the times, the principle of government performance evaluation, assessment of the program, evaluation indicators and methods were studied. Fifth, I used the designed performance index system from the main body function area, it included the main body function performance and performance analysis of traditional empirical study in two dimensions.Based on the empirical conclusions:for example, functions of city core area and urban development zone "two performance" were better coordination and in a safe area; Chongqing city development zone and northeast ecological conservation development area, ecological protection zone of the southeast of Chongqing "two performance" coordination were bad and in the finishing area. At last, I put forward four somemeasures. And they were good for development of Chongqing.
