Study Of Local Government Responsiveness Mechanism In The Process Of NIMBY Conflict

With the development of urbanization, governments, on the one hand, are looking for transition of government functions in order to achieve good governance, on the other hand, are surrounded by the unignorably public opinions. Since 2009, the numbers of NIMBY conflicts jumped 29% per year. For instances, the demonstrations for program PX(P-xylene), a large government promoted program, were held in five large and medium size cities, including Xiamen and Dalian. What’s more, different types of NIMBY mushroom in large and medium size cities throughout the country. When it occurs, citizens organize spontaneously to demonstrate the objections, including protesting construction on incinerator or Chemical Plant which would be built near the neighborhood, demanding the government to respond people’s request and stopping ignoring people’s rights, on the street.However, the NIMBY conflicts are never too easy to settle. No matter how local governments respond, even more indignations are aroused. Therefore, many NIMBY conflicts are ended up with violent group incidents. These problems precisely expose the weakness of local Government responsiveness mechanism. This essay, observes this mechanism through NIMBY in a dynamic perspective, and explains the problems in it. Also, combined with the comparative study between China’s mainland the Taiwan region as well as Singapore, on NIMBY and responsiveness mechanism of their governments, this essay illustrates the building of evaluation indicators on local government responsiveness mechanism system, in order to establish a government based on mutual-benefit, win-win cooperation and the principle of protect the public good.This thesis discusses government responsiveness in a perspective of NIMBY, for the reason that public conflicts contain the properties that it happens in public domain and affects public interests directly or indirectly. As the administrators, local governments’ core duty is to represent and response people’s interest. Meanwhile, considering the current situation of China, the social public autonomy power, nurtured by social organizations, is tremendously far from bearing the responsibility of solve the public conflicts alone. In addition, the nation is experiencing a transition period in political area. Accordingly, local governments should take such responsibility, improve and perfect the responsiveness mechanism, for the purpose of avoiding turbulence of social structure and protecting public interests.This thesis also give reasons to the problems of unilateral communications, response with the methods like propaganda, compulsory input measures as well as unfair response documents which exist in local governments’ responsiveness mechanism system. These problems are due to not only the hysteresis and dependence on fixed-path in government functional transitions, but the government selfishness and conflict-avoiding attitude, which are exposed while providing public services. Using the successful experience of foreign countries for reference, this essay propose two advices for strengthen the power of responsiveness. Firstly, governments should set an evaluation indicator system as the basis of local government responsiveness mechanism. Secondly, governments also should promote the ability of responsiveness of government in the developing urban economy.
