It is public knowledge that administrative cost is a common problem in modern public management, as a developing country, the expansion of administrative cost is a more prominent problem in China. Too high administrative costs on the one hand resulted in an increase of unnecessary financial capital expenditure, and thus the fiscal funds used in education and science, social security and other public utilities development are relatively limited; on the other hand, the high administrative costs also affect the government’s image and credibility.Therefore, if the high administrative costs do not attach importance to and to be controlled, would have an adverse effect on the lasting and stable development of China. Effective management and control of the administrative cost has become one of the most important goals of government reform in pursuit of.In current China, county-level government in the central, provincial(autonomous regions and municipalities directly under the central government), state, county, township 5 administrative divisions forms a connecting link between the preceding and the latter and is effective to carry out the major policies of the party and country, and played as the commander as well as decision-maker within the jurisdiction of the county political stability, economic development and social management. Because local government reform is the most important task among Chinese government administrative reforms, its, difficulty and the resulted impact on the society are far more greater than the central government reform. Although in recent years, our country implemented a series of political system reforms, the control of government’s administrative cost at the county level has achieved some results, still administrative costs exhibit some unreasonable factors. Therefore, controlling administrative cost of county-level government has become an urgent problem in the field of public administration in our country at present stage.Based on controlling administrative costs of county-level government, with the empirical analysis of the municipal government administrative costs in A as the example, to come to our conclusion how effectively manage administrative cost of county-level government.
