Human resources management includes a number of content, one of the most important areas in which the performance appraisal. Since the reform and opening up,with economic globalization and integration by speeding up the development and improvement in the level of performance appraisal has also been developed in various industries and fields, but on China’s administrative units, the competent authorities for the performance evaluation of importance not yet reached to requirements,particularly outstanding performance in the public security organs and units. In the twenty-first century, the market economy today, including food security, economic,and other crimes infringing privacy more and more prominent, and in the proportion of traditional crime drop two crime gradually increased the proportion of non-traditional, non-violent crime that is increasingly prominent. Thus, the major responsibilities of the public security organs, the situation is getting grim, face enormous challenges.Taking F City Public Security Bureau as the research object, the article is divided into the following parts: The first part is the introduction, the main contents include the background and significance of research articles on domestic and foreign research literature on performance appraisal of the sort, research ideas and research structure of the article. The second part is a review of performance appraisal theory,the main contents include the connotation of performance and performance evaluation,principles of performance appraisal, performance evaluation methods and performance evaluation functions. The third part is the Municipal Public Security Situation F performance appraisal analysis, including the analysis set forth their problems and the causes of the problem.
