Research On Community Gridding Management In Shanxi

In recent years, with the economic development、social adjustment and increasing urbanization,more and more "unit persons" becomes "social persons", the sharp increase of floating population,increasingly complex social conflicts,many of the old management are no longer suited to the requirement of the reality, the grid management comes out as a consequence. According to the leader’s demand, in 2012,Shanxi began to start the gridding management, Achieve the goals of the gridding manage allover everywhere. In July 2013, all county, township and village beg-in to working. In these years, shanxi spent a lot of human, material and financial resources, but, operating results of the gridding management isn’t reach the expected social effects. Thence, promoting the efficient of grid management,and protecting the Social harmony and stability,is becoming the more important to other assignment of Government departments.Based on the research on the practical application of grid management in Shanxi Province, through on-the-spot investigation, this paper discovered the problems existing in the actual operation process, and analyzed the reasons so as to explore strategies to improve the management in expection of a substantive effect. In this paper, I put forwards some countermeasures and suggestions on the grid leader(member) selection, training, assessment, responsibility and power of functional departments decentralizing, participation and linkage of responsibility, the function perfection of information platform, information communication channels unblocking, social organization and social volunteer and villagers’ autonomy, etc by referring to the experience of the domestic, individual regions in the province, which may help to improve operational efficiency of the gridding management,equentially to achieve the aim of social management.
