Research On The Gridding Management Of Urban Communities

As a basic government unit with functions of management,service,security,education,safety and stability,community is an important organization that creates social harmony and guarantees the peaceful life of community residents.However,the shift of China's economic system from planned economy to market economy has resulted in the change of government functions.As a grassroot organization of the government,community is also becoming increasingly service-oriented.In addition,the transition of social economy has given rise to new social contradictions,which could not be solved effectively with the old management model.Therefore,there is an urgent need for innovating the management model of communities.The rapid development of network technology is pushing forward information globalization.With quick and sensitive information response,information networks have enabled resource sharing.In this context,to solve existing problems of scattered resources,regional and departmental barriers,and lack of coordination,China has pioneered gridding management by incorporating network information technology into urban community management.According to related information and literature,this paper summarizes the huge challenges faced social management and existing problems of traditional community management.In line with the development of global information age,the innovation of community gridding management is an attempt to solve current problems,which provides new insights into those problems.With the aid of network information technology,gridding management improved the previous management system by breaking regional and departmental barriers.The well-constructed information platform allows resource sharing and integration and enables efficient management as well as positive interactions between residents and the community.Meanwhile,based on field investigation of gridding management in Y community,this paper sums up the problems with urban community gridding management and puts forward following solutions:introduce the concept of network governance to construct multiple administrative principals,improve the participation mechanism and build a new pattern of community gridding management;improve public understanding of gridding management through substantive propaganda;provide an integrated training and motivation mechanism to meet the demand for personnel of community gridding management;reinforce cultural development to cultivate the sense of belonging in residents and social organizations and to mobilize attention to community management;construct a public service system in the community with various channels for engagement,allowing residents to be both the receiver and provider of the service and to contribute to community management.The aforementioned measures are proposed to solve existing problems in China's community gridding management,aiming to enhance management efficiency and quality and to further expand community gridding management.
