As a transitional form between traditional rural community and urban community, cross village agglomeration community is not only different from the traditional mode of governance in rural communities, but also not fully with the organization form and function of urban community, is in the traditional and modern "crack growth" model of community. This new community has put forward new requirements for community governance due to the differences between traditional rural communities and urban communities. But at present, there is not enough discussion about this new phenomenon. This paper selects the typical Tao-Yuan village community as a case study, research on the governance practices of this new type of community, and try to explore the rule of this type of community governance,Our research findings, Tao-yuan village community is mainly through inclusive governance to promote orderly construction and governance of the community, its inclusive development path is mainly reflected in:In the construction principle, reflect the people as the basis, and highlight the principle of voluntary, paid and fair, so that the community residents of the multi-level, multi-dimensional sharing results; On the organizational structure, constructed in party organizations as the core, the community autonomous organization, community service organizations, community economy organization and community cluster organization for four points to assist the organization structure. And emphasizes the interaction and cooperation between the five major organizations in the process of community governance; In the governance mechanism, for the double identity of the "villagers+residents", the construction of grass-roots organizations, democratic elections, daily management, service obligations, rights and interests common cooperation between the original administrative villages and community; In cultural cultivation, shaping inclusive cultural connotation and spirit by cultural carrier, publicity channels and cultural activities.The inclusive governance experience of Tao-yuan village community for this new type of rural community governance provides a brand-new angle of view and proposal.
