In 2014, 4th Plenary Session of 18 th CPC Central Committee proposed “the public participation, expert argumentation, risk assessment, review of legality, collective discussion decided to major administrative decision- making legal procedures to ensure that decision scientific system, procedural justice, openness, accountability,” set the new request to the significant administration decision- making procedure optimization. Because the major administrative decision- making in our country lack theoretical guidance, supervision mechanism and system of basic science, part of the decision- making procedures and the results exist problems. From the perspective of procedure justice, exploring the optimal path of major administrative decision- making process contribute to improve the democratic, scientific, the legalization level of the major administrative decision- making procedures and results, to promote the process of national governance capacity and governance system modernization, to build a socialist harmonious society, to promote the construction of legal government.Procedural justice acting as the legal standard of value is the spirit of law or philosophy of law, emphasizing the fairness and justice in the process of making and enforcing of the law, is the main way to standardize the behavior of government real effective. As a dynamic administrative behavior model, the major administrative decision- making process requires the government agency and the administrative personnel to make scientific decision in strict accordance with the procedures and rules of the decision. Procedural justice has scientific, openness, parity, neutrality characteristics, on behalf of the justice and democracy, which have the unity of logic with the major administrative decision- making process optimization: procedural justice is the value orientation, evaluation standard and important guarantee of the major administrative decision- making process optimization.Through the combing of the major administrative decision-making procedure legislation of the central and local levels, at present, major administrative decision- making process justice exists obviously insufficiency, the specific performance as follows: Major administrative decision- making subject single; Degree of major administrative decision- making process of democratic participation is not enough; The scientific level of major administrative decision- making demonstration system should to be improved; The construction of major administrative decision-making supervision system needs to be strengthened; Major administrative decision- making process standardization level is not high. The reason lies in the lack of the concept of procedural justice in Chinese traditional culture, the legislation of major administrative decision- making process is not perfect, and the legal supervision of the major administrative decision- making process is weak. The approaches to optimize major administrative decision- making process from the viewpoint of procedural justice: Establish the concept of procedural justice, to provide guidance for the optimization of major administrative decision- making process; Complete the main structure of the major admin istrative decision- making to realize the diversification of the decision; Optimize the content of major administrative decision- making process to improve the normalization of decision- making process; Strengthen the system construction of the major administrative decision-making procedures to ensure the justice of the decision procedure; Promote the construction of major administrative decision- making procedure legislation to ensure the legalization of decision-making procedures.
