Since the reform and opening-up, the economy and society has undergone enormous changes in China, the Chinese government is also facing more and more challenges, the government executive power is a measure of the effect of the implementation of the Government, an important factor to improve the level of public satisfaction, how to improve execution, improving Government to implement the performance, so that the government establish the authority and credibility among the people, becoming the focus of theory and practice in the field of concern, hot and difficult.The local government is an important part of state power, playing a very important role in the country’s political, economic and cultural life, the decision by the central government must be the implementation by local governments, the executive power of local governments directly reflecting the country’s executive power. In recent years, with the progress of government reform, the local government executive power has been significantly improved, but in the actual survey found that some local government executive power not only failed to improve but there was weakened phenomenon and has seriously affected the local government the overall effect is not conducive to follow-up and implementation of the central government policies.Therefore, the attention to enhance the local government executive power inevitable.So, what is the local government executive power? How to evaluate the execution of the local government? What practical strategies to enhance the local government executive power ? This is the topic of this paper what concerns.In this paper, literature research, survey research, case studies, theory and practice, the combination of normative and empirical method, applying the knowledge of public administration, on the basis of combing the implementation, execution and evaluation of the relevant concepts and theories on building the evaluation system of local government executive power, executive power and the use of evaluation index system constructed on the status of implementation of the government forces in Zaozhuang City, the problem was analyzed, and promoting implementation of the strategy.This paper is divided into six parts: The first part is the introduction, in theory introduces the research background and significance, at home and abroad about the Local Government Executive Power Based on the reality, and this article Bian research ideas,research methods used. The second part describes the power of local governments to implement the evaluation of relevant concepts and influencing factors, including the implementation body, execution resources, the implementation of the object, the implementation process, implementation of the system in five aspects. The third part focuses on building and local governments to implement measures evaluation index system, research from three aspects: First, the initial construction force localgovernments to implement evaluation system; followed by the index formula and the right of local government executive power weight establishment; and finally the reliability and Validity of local Government to implement the evaluation index system,and to propose the establishment of a sound and rational execution evaluation system.The fourth part analyzes the present situation in Central City, the local government executive power, and the use of evaluation index system has been established fuzzy comprehensive evaluation.
