Research For Government Regulation Of Taxi Industry In Jinan

With the rapid development of China’s social economy since the reform and openingup, the taxi industry has flourished, and become an important service industry to meet the urban residents’ needs for transportation. But the development of the taxi industry in Jinan in recent years increasingly exposed lagged behind the market demand caused by various contradictions. Research shows that, taxi operators are facing enormous pressure caused by the complex operational environment from both inside and outside, trapped in the practical problems, such as poor operational performance, market disorder, interest disputes etc., lead to the urgent needs to reform the current system of government regulation to improve the market environment, and stimulate operation vitality. Therefore, to discuss the plight of the regulation of taxi industry in Jinan and its underlying causes. This dissertation’s research topic is to find out the appropriate way of regulatory policy. Firstly, this dissertation look through the domestic and foreign trade regulation theory and experience from the number, price and quality regulation of taxi industry. Then as a prior study, theoretical basis for the taxi industry regulation is put forward, and theoretical framework for the empirical analysis and test of the paper is build based on the literature review and related concepts’ identification, Secondly, the paper has a brief overview of current development of taxi industry in Jinan, with a further review and analysis of history and current situation of regulation for Jinan taxi industry in details, which establishes a realistic basis for the direction of regulatory reform and regulatory functions adjustment. Finally, through the spot interviews and in-depth analysis on taxi operators and drivers, this paper focus on the operation right, rent seeking, illegal taxis, benefits distribution, poor service and other problems or contradictions existing in Jinan taxi industry’s government regulation, expands its theoretical reflection, fully demonstrates the necessity and feasible direction of government intervention’s adjustment.Through the analysis above, this paper ultimately puts forward on the suggestion of guiding reform on Jinan taxi industry, as to build the complementary and indirect regulatory system with the goal of maintaining market order and improve the level of service and regulatory efficiency. Firstly, to reform the operation mode of reducing barriers to entry, and to crack down the illegal cars; Secondly, to establish a reasonable price regulation system; Lastly, to convert the service pattern and pay attention to the service quality.
