A Research On The Construction Of Governance Bodies In The Governance Modernization Of The State

The overall reform and development of national governance systems and governance modernization has been put forward in The Third Plenary Session of the 18th CPC Central Committee. The governance modernization is the sixth modernization after the four modernizations and fifth modernization (modernization of humanity). It is a major project in the development of the theory and system of socialism with Chinese characteristic.Since 1990s, the theory of governance has been introduced into China, The academic community has done a lot of research about the governance issues. Since the Third Plenary of the 18th CPC Central Committee, the research formed a climax stage. But people didn’t make special research on each of governance bodies. This article aims to analyzing the connotation of the modern state governance and the four bodies, i.e, government, market, social organizations and citizens. I want to make clear about their relationship, and then put forward some suggestions on the construction of modern governance bodies.While the planarization and network of the modern social structure have become more and more obvious, the pyramid mode of social management has not suitable to the need of the development of the society. The governance body and its structure appeared in three development trend, namely, the development of the multi-layered governance body; the plain and network direction about governance; the rule of law and democratic governance system. To adapt to this trend, the State governance should change from the traditional mono-body to the government-led multi collaborative governance. Currently, in this transition process, each body still cannot adapt to it, therefore, there are still many problems to resolve. For example, the main power and responsibilities to the border are unclear; the government has too much power, but social organizations are weak; there is a lack of sound governance body under legal protection and so on. To promote national governance systems and governance modernization, we must accelerate the modernization of the governance body. We must clarify the boundaries of power between the government and market, social organizations and citizens, and improve the ability of the government administration by law. We should give full play to the decisive role of the market in allocating resources. We must develop democracy and try to establish and improve laws and regulations of the third sector to improve self-awareness of social organizations. At last, we should enhance the sense of responsibility of citizens and implement citizenship rights.
