Since the middle of the twentieth Century, the psychological contract has been put forward to the development. In the continuous exploration of Chinese and foreign scholars, the theoretical research and empirical research continue to break through. At present, the theory of psychological contract has been gradually improved, and has been well applied in enterprise management, but in the application of public management, there is still a shortage. Therefore, it is necessary to introduce the theory and Empirical Study of psychological contract in the public management application. The research on the psychological contract of civil servant is a supplement to the research content of public administration in our country.This thesis aims at an empirical analysis of the psychological contract of civil servants in the current scholars of existing research and analysis of Suzhou City, the civil service for an investigation, analysis and draws the conclusion that the structure of psychological contract of civil servants is three-dimensional structure, respectively: transactional psychological contract, relational psychological contract and develop psychological contract. At the same time,I found that the status quo of the psychological contract of civil servants in the analysis can be summarized as follows: transactional psychological contract is a stable, the relational psychological contract is complexity, and the developing psychological contract performance is short. According to the conditions of our country to analyze the causes of the psychological contract of civil servants is mainly: social situational factors, organizational factors and the concept of environmental factors. On this basis, we can put forward three proposals: Strengthening spiritual and cultural orientation, to enhance the value orientation of transactional psychological contract; improving the management system of organization, to consolidate the link between the the relational psychological contract; dredging channels of training, to promote the cultivation of the idea of developing psychological contract. Through this series of studies, we hope to provide a new idea for the management of civil servants in our country.
