Study On Rural Public Service Under The Normal Of Urbanizationand Collaborative Governance

Cooperative governance is an innovation theory of government management,which refers to the process that the government, economic organizations, social organizations and the public together form open cooperated stage to achieve the goal of common governance and management innovation. At present our country has transformed away from planned economy to market economy, and the governance body also transformed away from the single government subject to the multiple subjects of government, market and society, therefore cooperative governance model of multiple subjects has become a social governance universal value guidance and the normal of future development. Rural communities collaborative governance is particularly important during the social transitional period. As the logical starting point and the key points of realizing the effective governance-the rural public service,it is practically important and urgent that how to improve the public service ability by improving the operation mode of the rural public service during the normal of cooperative governance, eventually to realize the effective of the rural governance.Therefore, this paper selected a county-level city in the Pearl River Delta reaching the medium developing level-Zengcheng City, and Xintang town, Paitan town and Zhongxin Town in Zengcheng’s jurisdiction as the research object. Through questionnaires and spot field investigation, the cooperative capabilities providing the rural public service in different towns and villages are analyzed and compared.Meanwhile, utilizing the cooperative governance theory, capacity building, practice results and existing problems of rural public service under the normal of rural communities collaborative governance are analyzed, so the importance and necessity for enhancing the governance capacity of rural public service under the new pattern urbanization, and the governance path of rural public service are proposed. The paper indicates that, the new pattern urbanization is the core of rural public service collaborative governance, the research on the rural public service is the policy direction of China’s current economic and social developments, and collaborative governance can improve the supplying capacity of the rural public service.However, because the urbanization development drives the diversification of rural social development, it makes the demand of rural public service all directionexpansion; The social identity and enthusiasm for the multiple subjects collaborative governance are not high so that the body of collaborative governance are too single;and due to the asymmetry of purse, financial powers and responsibilities, the gap of public services among regions is very large. Therefore, based on the collaborative governance theory, a governance model for the mutual inspiring of government,society and market is proposed under the situation of urbanization development, and the constant improvement of public services is the practical requirement of rural communities governance and government function changing. So through building the cooperating system of government and society, inspiring social energy, optimizing collaborative mechanism, expanding the social collaborative power of rural public service, enhancing the administrative ability of public service collaborative governance, promoting urban and rural public service equalization, and balancing urban and rural collaborative governance, thus it can improve the level of rural public service constantly, so as to promote the rural urbanization and modernization.
