In today’s world of information technology is the trend of college to pursue. Infamous universities of China, campus phone card project is also very rare. However,some domestic provincial universities have done a preliminary knowledge. This paperdescribes the campus phone card project of the University B of Jilin is to try one ofthem.In today’s rapid development of information networks, more and moreinformation are exchanged and managed in digital form. With rapid development ofusing smart technology and widespread of using computers, smart card has beenwidely used in campus. The combination of smart card technology and mobile phoneSIM card technology as well as mobile payment technology (RF-SIM/SIMPASS),integrates wireless communication and smart card applications effectively, whichgreatly increased the user’s convenience, and changed quickly to the traditional areaof “Campus Card ". It will be a trend “Campus phone card" replace the traditionalcampus card smart card.This paper is divided into six chapters, elaborating on implementation plan forpopularizing the project “campus phone card” in the North China University. The firstpart of the introduction describes the background, reading relevant literature, focusingon the main research method. The second part is B University "Phone Card" projectfeasibility analysis, focusing on the investigation and conclusion before the start ofthe project, including the use of the classification survey, user groups demandinvestigation, B university user quality classification survey. It also provides scientificproof from the school wishes, wishes aspects of internal groups, investors andwillingness construction side, the feasibility of the project plan. The third part is theprofit targets after the full implementation of the universal Campus "Mobile Card"project, service effectiveness targets, and the conditions to achieve the desiredobjectives given computational analysis. The fourth part is the popularity of thecampus ’ phone card ’ overall structure of the design choices, after school, investors,construction on the basis of full consultation on a range of facilities, such as the configuration software technology has been optimized choice. The fifth part is topopularize campus " phone card " system may encounter barriers to theimplementation of the project plan analysis, focusing on the planning,implementation obstacles that may exist in the research and analysis conducted,including capital returns disorders, training in the use disorders conducted aninvestigation to predict. The sixth part describes “phone card” difficult obstacles toovercome project implementation strategies. In the conclusion part of this papersummarizes the successful part and elaborates shortcomings.
