In today’s society, talent is the resources and the development of the most competitive elements, high-level professional personnel and those who with high level of professional and technical personnel and skilled personnel as the representative of society, they are promoting factors for society, development factors for economic, promoting factors for humanities environment. And they will become an indispensable, irreplaceable and non copy of the power of the social resources. In recent years, Fuzhou is in the promotion of the construction of high-level talent, and strive to build talent agglomeration and longing for the city and talents. The high-level talents import policy is more fundamental basis of talent resource competition.This paper combines with my own working experience in recent years. Using the public management theory and practice to research high level talent team construction and high-level talents import policy implementation of Fuzhou. To find out the problem and causes of Fuzhou high-level talents import policy, and put forward individual recommendations from domestic and foreign experience and practice. The whole research contents are as follows:First, this paper defines the basic concept of high-level talents import policy.Second, using the Maslow’s hierarchy of needs theory and ERG theory to research the high level talents introduction policy.Third, from the introduction of high-level talent investigation data and questionnaire, put forward the problems and causes of Fuzhou high-level talents import policy.Four, summed up both of the domestic and abroad practice of high-level talents policies, and put forward suggestions.
