As the effective form of technological innovation and personnel training,Industry-University-Research Cooperation (IUR Cooperation) has already played animportant role in the development of vocational education and world economics. IURCooperation could largely enhance the tight combination of the three aspects ofscience, education and economy, facilitate the training of technical talents andtechnical innovation, enhance the capacity of technology innovation in enterprises,train personnel suitable for specific enterprises and effectively improve sharing ofresources, reduce risk as well as boost efficiency through research, etc. After decadesof research and developments, much approach in both of theory and practice has beenmade in the IUR Cooperation in Chinese vocational education, especially remarkableachievements made in personnel training and teaching staff construction. However,the IUR Cooperation in Chinese vocational education is still not comprehensive in itscooperation mode and some problems have emerged in its development. Thus, toguide the further development of the mode of IUR Cooperation in our vocationaleducation, it would be quite necessary to learn and draw on the successfulexperiences of IUR Cooperation of vocational education in advanced foreigncountries, especially in their achievements of technology research and development.This thesis based on the investigation and research of the mode of IUGCooperation in colleges of Japan, especially focused on their double-wins situationthrough cooperation on technology research and development. Compared to IUGCooperation of Japanese vocational education, this thesis firstly concluded thatChinese vocational education is not a well-developed mode, which mostly ignoresaspects of “Research” in the cooperation, therefore, should emphasize aspects oftechnology research and development and production management whileconcentrating on personnel training mode. Thus, Chinese IUR Cooperation can learnthe successful experiences from the mode of Japanese IUG Cooperation; to value theimportance of technical research and development, to train personnel with technicalinnovation ability during technology research and development project, to produce more innovative technologies and products, and to promote the flows and use ofinnovative products in the society.Then the thesis takes various cases in several higher vocational colleges ofJapanese IUG Cooperation as objects, to analyze the measures to facilitate andpromote technology research and development in Japanese IUG Cooperation. Andfinally this thesis summarizes that, in Japanese IUG Cooperation mode, thegovernment provides legal and financial supports to technology research anddevelopment, the enterprises put lots of their efforts into research investments andbuild up a system of conducting and applying knowledge management flexibly. Andmoreover, their IUG Cooperation sets up well-run regional network of cooperation topromote development and also popularize their research products, with valuablecommercial outcomes and strong applicability/adaptability in Japanese society.Through comparing and analyzing, this thesis is aimed at solving multi-facetedproblems emerged in the IUR Cooperation of Chinese vocational education. Based onthe successful experiences and inspirations from Japanese IUG Cooperation of highervocational colleges, this study brings forward several strategies for improving thecooperation between government, colleges and enterprises: to facilitate thiscooperation, the government should improve the legal and policy system, providemore financial assistant and establish intermediary service organization. For another,vocational colleges should organize technical cooperation and exchange center toenhance research and development of patented products and also apply advancedexperiences of IUR cooperation to develop new models according to local conditions.Lastly, the enterprises should also widen their financing channel to allow increasedinvestment of research and know the ins and outs of marketing through effectivemarket survey before their research investments.
