Study On Credibility Of Local Government Statistics

With the social development and the acceleration of economic globalizaiton, the public are increasingly concerned about and questions the statistics released by statistics bureau. The study on government statistical credibility can make the public konw more about statistics and how the statistics bureau provide the public with different kinds of survey data; promote the reform of statistical system and innovation of statistical methods and improve the quality of statistical data, which can ensure the authenticity of data; promote the construction of service-oriented government, establish good image of local government and enhance the government credibility. This study obtains data on government statistical credibility by issuing questionnaires to the public in Jinan via the Internet.This study focuses on the related issues about local government statistical credibility based on the statistical data in Jinan. Part one is introduction which research background, significance, reasearch status at home and abroad, methodology and innovation of the study. The second part is about the basic concepts and related theories of statistical credibility, which mainly introduces the meaning of government statistical credibility, factors that influence statistical credibility and the related theories of statistical credibility. The third part analyzes the present situation of government statistical credibility in Jinan. The study finds that there is a remarkable improvement in statistical credibility of Jinan government and the public are increasingly concerned about the statistical data, but the government does not give full play to the function of statistics. The fourth part deals with the problems about government statistical credibility, which are poor quality of statistical data, unscentific methods of statistics and not accepting the government statistics, and then analyzes the causes from three aspacts. They are statistical data under administrative intervention, incomplete statistical system, and lack of support from local media and the public. The fifth part is the focus of this paper which covers the suggestions for the purpose of enhancing the government statistical credibility. The first suggestion is to improve the statistical quality by improving government evaluation system, eliminating administrative intervention, unifying statistical scopes, improving timeliness of statistical information, and optimizing the statistical content by clarifying the social needs. The second suggestion is to reform statistical methods and improve statistical transparency by establishing new accounting system, perfecting public statistical platform and construction of statistical basic work, and promoting statistical reform by big data. The third suggestion is to improving quality of enterprises’ training. The fourth suggestion is to perfecting supervision system, and secure support from the media and the public by enlarging propoganda dynamics. The fifth suggestion is to increase the government statistical publicity efforts, and establishing good credit system of statisticsThe aim of this study is to enhance the local government statistical credibility and improve the development of statistics in our country.
