The difficulties and expensive fee to start going to a kindergarten for a child is a livelihood issue that the masses of the people reflect strongly and has already aroused great concern from society, and is also a hot issue for preschool education reform. Scientific management and balanced development of preschool education has become the difficulties and focus of the government at all levels. To study the issues of local government financial investment in preschool education can effectively solve the problems such as the management system, decision-making mechanism, policy guidance and financial support for the local government by providing background information, analysis framework and policy recommendations.This research attempts to answer three core questions of financial investment in preschool education, which consist of whether local governments need financial investment in preschool education, whether there is a problem of local financial investment in preschool education, and how to take control of the target, principle and way of local financial investment in the preschool education, and make scientific investment decision for the local government.Firstly, by taking a sample of a typical county in the coastal area, this research discussed the basis of local government financial investment in preschool education, based on the literature reading and data investigation and survey, from several aspects about the basic characters, the unique value, the welfare nature and the quasi public product characteristics of the preschool education, thereby put forward that the local finance should include preschool education. Secondly, the researcher analyzed the five phenomena and the causes of the county government in the financial investment in preschool education, including the shortage of government investment in general, the unfair distribution of public funds, the structure imbalance between public and private, the lack of supervision of private kindergartens, and the unclear cost sharing responsibilities, meanwhile put forward that the local government financial investment in preschool education should be efficient, achieve the objective of fair, follow the principle of equal investment, financial neutrality, cost compensation, caring for the weak and so on. Finally, the researcher provided their own suggestions on the local government’s financial investment in preschool education: 1.To make a long-term policy in the local financial investment in preschool education. 2. To establish a scientific and democratic system of local financial investment.3.To reform and adjust the input mode and scale of public kindergartens. 4. To take a variety of forms to promote the healthy development of private kindergartens.5.To implement a number of initiatives to take care of the education of disadvantaged children.
