Research On Government Financial Investment In The Development Of Preschool Education

A century-long plan,education comes first."Several Opinions of the CPC Central Committee and the State Council on Deepening the Reform and Standardization of Preschool Education" clearly states that preschool education is not only the beginning of lifelong learning,but also an important part of the national education system,and an important social welfare undertaking.However,preschool education in China has not been included in the compulsory education system for many years.preschool education is generally at a weak point in all levels of education.After the comprehensive two-child policy was liberalized,the contradiction between supply and demand for preschool education in China has intensified in the short term.The voice of "difficult to enter and expensive to enter" remains high..As one of the main bodies in the development of preschool education,the government should bear important responsibilities.Government financial investment is an important means to support the development of preschool education.Optimizing the quantity and quality of government financial investment will help optimize the allocation of preschool education resources,alleviate social contradictions,protect people's livelihood,and achieve inclusive development of preschool education.The early implementation of the report of the 19 th National Congress of the Communist Party of China will enable every preschool-age child to enjoy fair and quality education goals.This article takes Henan Province as an example,analyze the characteristics of government financial investment and the possibility of adding pre-university education financial investment in the process of preschool education development,to optimize preschool education financial investment and establish long-term investment Mechanism in preschool education in Henan Province.First,from the perspective of government financial input,based on public finance theory,basic public service theory,and fiscal decentralization,and explore the internal mechanism of government involvement in the development of preschool education.Secondly,through the cluster analysis of 18 cities in Henan Province and the comparative analysis by urban and rural areas,the current situation of the development of preschool education in Henan Province,the characteristics of the government's financial investment and the reasons for the problems are analyzed in depth.Through the construction of multiple regression equations,analyze the government's financial investment,the structure of the park and the urban and rural economicstructure on the level of preschool education development mechanism.The results show that the increase of government financial investment,the proportion of private parks and the level of urbanization can significantly improve the development level of preschool education.Thirdly,on one hand,CPPS is used to predict the birth population of Henan Province from 2019 to 2030 to calculate the number of school-age preschool children,and to further estimate the reasonable financial input needs of the development of preschool education in Henan province.On the other hand,the gradual regression method and the exponential smoothing method are used to predict the fiscal revenue and expenditure data for 2019-2030.Through financial pressure analysis,it is found that the financial pressure of preschool education after the "full two-child" policy is mainly concentrated before 2025,and after then fiscal pressure gradually reduced.At present,Henan Province is under great financial pressure to rely on government financial input to support the development of preschool education.A reasonable cost-sharing mechanism should be established to plan the investment structure of pre-primary education funds.Financial measures to ease government financial pressure and improve preschool education financial investment should be designed in advance.
