Ever since the "big data" concept has been brought up by Victor Mayer Schoenberg and Kenneth Kukye in 2003, melaleuca waves stirred up the public. It changed people’s way of thinking in numerous areas. With the features of huge data base, variety types of data and high efficiency of calculation,“big data” has been used in variety of social fields rapidly. In the field of government work, using big data to improve the government’s work has been widely and deeply carried out. Facing the big data era, the government has to respond actively as well. Many experts and scholars proposed plenty of rich and thorough research results, however, nearly all of them are led by the National Bureau of statistics, thinking about designing the statistical work on top-level, none are focusing on how to improve it on the grassroots level.In order to solve this problem, firstly, this research finds out big data’s practical significance and studies its application fields through in-depth understanding of "big data" concept and analyzing its characteristics. Secondly, this study conducts detailed research by using management theory, combined with practical work experience and by finding the joint point of "big data" and statistical work, which is the challenges and opportunities that statistical work is facing now. Thirdly, this paper uses Shenyang Municipal Bureau of statistics as a case to study the problems and causes on the basis of statistical work under a comprehensive and detailed analysis of the current situation. Finally, the dissertation provides several practical countermeasures to Municipal Bureau of statistics in the big data era. Details are as followed:Chapter one: introduction. This paper mainly expounds the thinking of the problem, the content and purpose of the study, literature review, research significance and research methods.Chapter Two: the connotation and extension of the related concepts and the combination of the two. First, define the two core concepts of “big data” and government statistics. Second, according to their respective features and practical functions, identify their respective scope of application and define the core concept and its extension. Finally, according to the extension of two overlapping part, find the combination of points, so as to determine the key research direction of this paper and to solve problems.Chapter Three: Analyze the problems and causes of Shenyang municipal government statistical work. Taking Shenyang statistical work as a case study, starting with the conclusion in the last chapter, dismantling the constituted elements of statistical work and combining with practical work experience in Shenyang City statistics system, study statistical operation mechanism, statistical work of building and statistics releasing, analysis and application of meticulous research, and find out the existing problems and the causes of the Shenyang Bureau’s statistical workChapter Four: Provide countermeasures of government statistical work under "big data" background. In view of the existing problems in the statistical work of six elements proposed in the previous chapter from the Municipal Bureau’s statistical perspective, combined with the grass-roots work experience, put forward the reform of the government statistical work measures under big data background respectively. First, change the traditional statistical concept, optimize service statistics. Second, strengthen publicity propaganda and improve law enforcement system. Third, change the statistical institutions and improve the functions of statistics. Fourth, straighten out the statistical system, and improve the cooperation mechanism. Fifth, broaden access to channels and strengthen the statistical training. Sixth, enhance data efficiency and mining data value.
