Public Relations Crisis Management Dilemma On High Speed Railway Operation

High speed railway is a new traffic tools, which has become one of the main traffic mode in today’s Chinese mass travel. The development of high-speed railway has brought the huge social efficiency and effect to our country, and the transportation efficiency is greatly improved. Public relations crisis management is a relatively new subject in China, development history of high speed railway is not long, high-speed railway management departments did not pay enough attention to public relations crisis management, which leads to the crisis of public relations management in high speed railway traffic fields have occurred frequently, thus the harm is great.This paper first analyzed the status of public relations crisis management of High Speed Railway under railway corporation (the former Ministry of Railways), analyzed the crisis management organization system, sorted out these public relation crisis, and the legal documents and the public relations crisis management related processing files of high speed railway are reviewed. After the characteristics of high speed railway public relations crisis are summarized. Through actual investigation and visiting, the causes of these difficulties of public relations crisis are analyzed.Finally, according to the existing problems and difficulties of high speed railway public relations crisis management, the paper put forward the design principle of high speed railway public relations crisis management, proposed the crisis management system for high speed railway public relations, and designed the management mechanism which had 5 levels. Based on the research of high speed railway public relations information management platform, the paper designed the crisis management process, and illustrated the implementation process of the intervention management, so to provide a reference for high-speed railway management decision-making.
