Our country is in the stage of social transformation, which is the era full ofopportunities and contradictions. At present, a surge of Chinese Internet users makeChina become the country with the largest number of Internet users in the world. As thespecial by-product of network development, network onlookers has become a kind ofmajor Internet phenomenon. This phenomenon not only become citizen participate inspecial way but also put forward severe challenges to the network social governance.This article first embarks from the onlookers phenomena and deal with theproblems in the existing network. Comprehensive survey by the domestic and foreignresearch results, analyze the scope and conditions of the various research results, usingthe general regularity of knowledge from network onlookers, summing up theconnotation of network onlookers phenomenon, origin and development. Secondly, inorder to make the research more scientific. We selected the nearly50typical hotonlookers case from the network onlookers events in recent years. Looked from thenetwork dynamic type, subject types, behavior motive type three sides facing thenetwork onlookers typology analysis, from that we sums up the network of onlookerssurface features and deep. Thirdly, from the environment, institutional, psychologicaland culture factors on the network looking for the cause of the four aspects analysis.Finally, in this paper, we suggest must see that network onlookers positive effect tosolve the contradictions of the corresponding government’s enthusiasm, also cannotignore the negative effects caused by network onlookers. On this basis, we pointed out amore systematic strategy mechanism in the paper. In seize the opportunities brought about by the network onlookers, and as far as possible to minimize its negativeinfluence at the same time.
