Geographic information public service platform acts as a medium which provides geographic information and location based services. It contains abundant application programming interfaces and powerful expansion capabilities. The demands for the platform vary largely between different types of users. Government users can be divided into strong-demand GIS users and weak-demand GIS users according to the demand degree of the geographic information. As a result of lacking geographic information resource and methods of integrating multi-source data, GIS application systems established by weak-demand GIS users are usually provided with few GIS functions and the application depth of the platform for weak-demand GIS users is shallow. This paper is aimed at providing solutions for weak-demand GIS users to bulid abundant GIS application systems based on geographic information public service platform, and offering new ideas for deepening the platform application mode.This paper analyses the application demand and puts forward solutions to the problems above based on the current application mode of geographic information public service platform for weak-demand GIS users. The main research contents of this paper are as follows:(1) Research on address matching methods. Address matching is a significant means of mapping non-spatial data to geographic space. This paper improves logical structure of the basic geographic database, builds the address database for weak-demand GIS users based on geographic information public service platform; research on the current address matching algorithm flows, analyses the shortcomings of using them in the environment of geographic information public service platform; puts forward the technical route of multi-type address elements union matching algorithm, research on address segmentation and the realization of the algorithm, verifies the validityand feasibility of the algorithm by conducting lots of experiments, realizes address matching efficiently.(2) Resarch on methods of integrating multi-source data. Thematic data processing is the foundation of data integration, this paper contrasts three common data integration methods by conducting experiment, puts forward a method of integrating GIS resources which is appropriate for geographic information public service platform, designs the data layer of the platform, verifies the feasibility of the project; in order to enhance the expressiveness of maps, integrates GIS resourse and non-GIS resourse by adopting RIA and Feature Service; realizes map visualization by mashup all kinds of service resources with the help of API.(3) GIS application development scheme design. According to the application mode of weak-demand GIS users, lightweight and simple development framework has been adopted. This paper firstly studies the principles of designing REST API and ways of publishing services, discourses patterns of calling services by examples. In additation, this paper puts forward the lightweight development framework, discourses the basic principles and developing methods with the framework. In the end, framework has been instantiated, theories and methods presented by this paper has been verified by lots of examples.
