Inner Mongolia is located in the most North China, winter weather is cold, and the snow much, easy to cause the snow, and snow disaster occurring probability great, because of the vast Inner Mongolia pasture, grazing herdsmen population. Therefore, once the disaster occurs, people's economic, material, the loss of personnel will greatly. Therefore, according to the risk assessment studies of the snow storms in Inner Mongolia, timely analysis of snowstorm snowstorm in Inner Mongolia regional risk level, so that the government and even individuals can actively do a good job of the defensive measures of deal with snow.This paper based on natural disaster risk assessment and disaster risk assessment theory and method established in Inner Mongolia, the snow disaster evaluation model, respectively from the Inner Mongolia snowstorm disaster pregnant environment sensitivity, caused by disaster risk factor and bearing three aspects of disaster vulnerability analysis. Finally, the Inner Mongolia snow disaster risk zoning. The research contents are as follows:(1) this paper analyzes the sensitivity of disaster environment shows:the selection of highway density to represent the sensitivity of disaster environment, on the whole, the sensitivity of disaster environment in most areas of northern Inner Mongolia is greater than the south region; especially in the southern region of central Tongliao and Chifeng Inner Mongolia the disaster environmental sensitivity is low. Regional Inner Mongolia disaster environmental sensitivity the lowest concentration in Wuhai City, Bayannaoer League of Kanawha City, Wuyuan County area, as well as Hohhot, Baotou, Ordos, most areas of Jining; Inner Mongolia disaster environmental sensitivity in the middle level of the regional distribution in the Bayannaoer League and wulatehouqi Wulatezhongqi, Erdos West, Baotou Darhan Muminggan United banner and Jining Siziwangqi, most areas of Xilinguole Meng, Chifeng, northern Tongliao, most of Xingan Meng Area and the Hulunbuir region of Northwest China; Inner Mongolia disaster pregnant environment sensitivity in high levels of concentrated in the regions:Alashan alliance, new Barag Right Banner, Hulunbuir, Evenk Autonomous Banner, Oroqen Autonomous Banner and Genhe City.(2) this paper analyzes the hazard risk of results:This paper chooses the historical disaster frequency, the average number of days with snow and average maximum snow depth to represent the hazard risk, on the whole, the northeast area of Inner Mongolia is the high level of regional disaster hazard risk, especially in Xilinguole Meng and Hulun Buir City, the most dangerous; Southwest of the Inner Mongolia area of hazard levels are low. All Inner Mongolia area of hazard at the lowest level of the region mainly distributed in Western Inner Mongolia and Alashan League in Bayannaoer, Erdos, Baotou, the Southern District of Hohhot. The hazard risk in Inner Mongolia the middle level of the regional distribution in the Bayannaoer League and wulatehouqi Wulatezhongqi, Baotou daerhanq, and in Hohhot Ning most of the area, south of Chifeng, Tongliao and in much of Xingan League; Inner Mongolia induced disaster factors of risk in the region of high level in all regions of the Xilin Gol League, Chifeng Tongliao north and Hulunbeier in most areas.(3) this paper analyzes the vulnerability of disaster affected body shows: the selection of population density, the number of livestock on hand at the end of said body bearing disaster exposure; selection of rural left behind population, the proportion of small animals said bearing sensitivity of disaster body; selection of per capita GDP, the average degree of culture, communication ability, ability of disaster preparedness and disaster forecast said Inner Mongolia, on the whole, the vulnerability of the central and eastern regions is higher than the level of other regions, and the southwest and southeast of small part of the vulnerability of the low level of Inner Mongolia. The hazard bearing body vulnerability in most areas in Alashan regional distribution of low level in the west of Inner Mongolia, Wuhai City, Bayannaoer League Kanawha City, Erdos, and southern Baotou area, Hohhot City, Jining City, Xilinhaote City, Ulanhot City, south of Chifeng, Tongliao, Hulun Buir and the southeast region. Disaster vulnerability lower regional distribution in the major cities of Inner Mongolia; Inner Mongolia bearing in the disaster vulnerability in the high level of the region accounted for the vast majority, mainly distributed in Alashan Youqi Alashan, Bayannur League in the northern region, most of Baotou, Hohhot Jining, most parts of the Xilin Gol League, Tongliao, Chifeng region of northern, Xinganmeng in most areas and Hulunbeier northwest area; Inner Mongolia bearing disaster vulnerability of the highest area is:Aershan city.(4) the analysis of the comprehensive risk snow in Inner Mongolia results:Overall, in central Inner Mongolia, Northeast regional snowstorm risk higher, especially in most areas of Xilinguole Meng, most of Xingan Meng, northern and western areas of Hulun Buir are concentrated in Inner Mongolia; snow disaster risk is at a low level in the distribution area the southwest, Southeast and East Hulun Buir. Inner Mongolia snowstorm risk degree in the low level areas are mainly distributed in all regions of the southern region of Alashan, called package Hubei, East Xilinguole Meng, South Chifeng and Tongliao in eastern Hulun Buir; Inner Mongolia snowstorm risk degree of regional water medium high level accounted for the vast the number of large, mainly distributed in the Bayannaoer League of the northern region, Xilinguole Meng, Jining, large areas of Xingan Meng, Chifeng Tongliao area of northern and Western Hulun Buir area; the highest risk degree of snow disaster in Inner Mongolia area Arxan city.
