With the development of economy and society,the world's population,resources,environment and other aspects are facing more and more pressure.Ocean can provide abundant energy resources for the human society,and it can develop human living space.China is a big ocean country,the development of marine economy has become a new breakthrough in China's economic growth.However,with the development and utilization of the ocean,the resources and environmental issues of marine began to emerge.The sustainable development of marine economy has become an important economic topic in the development of marine economy in China.The carrying capacity of resources and environment is not only the endogenous variable of regional economic development,but also one of the factors that affect the development of regional economy.As the marine economy is based on the consumption of resources and the discharge of pollutants,only the marine economic system and marine resources and environment system have a good symbiotic relationship is conducive to the sustainable development of the marine economy.Take the11 provinces and cities in China's coastal areas as the basic research unit,the index system of marine resources and environmental carrying capacity and the index system of marine economic development potential are established in this paper?It use the coupling model to measure the coupling level of the development potential of China's marine economy and the resources and environmental carrying capacity of marine so as to provide useful reference for the sustainable development of China's marine economy.The result shows that:(1)The coastal areas of China are divided into four coupling type as extreme coupling type,high level coupling type,medium level coupling type and low level coupling type,and most areas are above the medium level of coupling.Tianjin and Shandong belong to extreme coupling region,Guangdong and Zhejiang provinces belong to high level coupling region,Hebei,Liaoning,Jiangsu,Fujian and Hainan provinces belong to medium level coupling region,and Fujian and Hainan provinces belong to the low level coupling region.(2)The coupling coordination degree of the marine economic development potential and the resources and environmental carrying capacity of marine of the 11 provinces and cities in China has less difference,and most cities' s coupling coordination is satisfied.The coupling coordination degree of Shandong,Tianjin and Guangdong is highest,the coupling level ofthese three regions is above the high coupling level,and the two system is the high quality coupling coordination.The coupling coordination degree of Hebei and Liaoning provinces is high that they should strengthen the protection of marine resources and environment and promote the sustainable development of marine economy in the future.Coupling coordinative degrees of four provinces of Jiangsu,Zhejiang,Fujian and Hainan are belong to a general level.One of the environmental and resources carrying capicity of marine and the marine economic development system is weak thus limiting the development of the other party.Shanghai and Guangxi belongs to the poor coupled coordination areas,the two areas should equilibrium marine economy development and the protection of marine resources and environment,and strengthen the interaction between the two systems to form a high coordination structure system.
