Along with the development of human society,meteorological disasters have become to the key problem of sustainable economic development.There is an urgent need for the development of human society to understand the risks caused by meteorological disasters to human society,and to make scientific and rational division of disaster risk and classification of disaster losses.It is great significance to improve the awareness and ability of disaster prevention and mitigation,to judge the occurrence and development of local meteorological disasters,and to determine the distribution of meteorological disasters risk.Heilongjiang province is the main grain producing area in China.It has always been a variety of meteorological disasters,and the disaster is more serious.In recent years,climate anomalies in Heilongjiang province increased with global warming,the frequency of extreme weather events have a significant impact on the social development and people's life,so risk zoning and disaster evaluation of the meteorological disaster become very important[5].Based on the date of meteorological disasters nearly 30 to 40 years in heilongjiang province,summarized that the greater influence on the economic and social development of the meteorological disasters are drought,rainstorm floods,hail,frost,of that drought and heavy rain have the greatest impact on the agricultural and social economic.By historical meteorological data and space distribution characteristics of meteorological disasters indicates that the main rule of meteorological disasters in heilongjiang province,such as :seasonal drought disasters mainly in spring and summer was obvious,summer drought is serious than others,the western region is more serious;Torrential rain disasters concentrated mostly in June,July and August,mainly of local heavy rain,disasters more concentrated in the central and southern areas;Regional hail disasters occurs most frequently in the afternoon of summer,disasters occurs mostly in mountainous hilly terrain;Frost disasters have a obvious stage of 50-70 s,the northern region and mountains occur more easily.Risk zoning of meteorological disaster is based on the meteorological date and the basic geographic social economic data,using the normalization method,percentile method,weightedcomprehensive evaluation method to make the risk zoning model of flood disaster and rainstorm,drawing the risk zoning map.Conclusions: the hazard risk classification,the central region of flood hazard in Heilongjiang province is the high risk area,the western region is the high risk area of drought disaster;disaster environmental sensitivity division,East River and the south areas has a high risk of rainstorm flood disaster,drought disaster area is in contrast sensitivity to the flood disaster;the hazard bearing vulnerability classification,flood disaster and drought disaster,Western Qigihar,Daqing,Harbin area for the vulnerability of high risk areas.Comprehensive factor analysis of storm flood disaster in the central region of higher risk,the biggest loss,drought disaster in the western region has the highest risk.Meteorological disaster damage grading.Based on the standards of disaster investigation and evaluation made by The China disaster reduction department,according to the different assessment index formulated of the meteorological disaster assessment grading standards,grading the disaster by the correlation coefficient of these indicts.Calculated results: heilongjiang province meteorological disasters are mainly medium-sized disasters,mostly small or smaller disasters.According to the types of disaster evaluation,four kinds of meteorological disasters in primary and secondary relations is drought >rainstom floods > wind hail > frost.According to the years of disaster assessment,drought and rainstom floods disasters are serious in 2003.The calculation results and the actual situation results are in agreement.Grey correlation method is feasibility for the evaluation disasters in primary and secondary relations.Gray correlation degree provides theoretical basis for the application of post-disaster assessment grading and evaluating the influence of different disasters.
