The Research Of Shenzhen Geological Disaster Prevention Management

The process of urbanization is accelerating,the disasters that many cities face has increased their complicities and frequencies.While the severe condition of public security has been worsening,earthquake prevention and the protection of people's life and property security have also been raising attention.In the process of economic and social developments,public security management is a mean to ensure stability of social security,to maintain urban economic development and to make sure people are living and working in peace and contentment.When facing geological disaster issues– how to achieve disaster prevention and elimination,how to reduce harms disaster brings to cities,enhancing the abilities of disaster prevention,government takes up its management responsibilities to geological disaster prevention and improving public security in urban areas – are the practical issues we need to think deeply about.This paper mainly researches on the current management of Shenzhen geological disaster prevention.This paper will be written from government management point of view and based on crisis management theory,and will consider a reinforced counterplan as to how to enhance the management abilities to Shenzhen geological disaster prevention,and will explore a management mechanism before,during and after disaster.The main feature of Shenzhen geological disaster is large quantity,human factor and slope geological hazard as the primary disaster.Landslide,slide,mud-flow and surface collapse are the main type of Shenzhen geological disaster.Human engineering activities have already become the main cause of Shenzhen geological disaster,therefore they are at top priority of the disaster prevention work.Through analyzing the current management condition of Shenzhen geological disaster prevention,this paper will point out the weaknesses of such management.The weaknesses are the ineffectiveness of basic investigation,capabilities lag ofmonitoring and warning system,lack of policies and regulations,imperfect management mechanism,the rigid form of publication and education etc.This paper also analyses the causes of problems such as strategies misposition;and the imbalance of resource investment and the lack of standing body.After analyzing the research result,this paper will take about some management strategy that can be used by the government by incorporating the advanced practices adopted by many places both domestically and internationally.In the pre-disaster scientific prevention,we should carry out the urban geological survey,complete monitoring and warning system,strengthens the pre-disaster education.In the effective management of disaster,the comprehensive management of geological disasters should be promoted and the management mechanism should be improved.In the post-disaster management services,we should improve geological disaster investigation and promote the corporation between government and associations.It is through elevating the management level of geological disaster in Shenzhen that we can maintain public safety.
